CADI MEETING NOTES - June 14, 2005
Cultural Arts District Initiative Public Meeting
Tuesday June 14, 2005, 6:00pm Fayetteville Public Library
Present: Dan Hintz, Chris, Morgan Hicks, Jill Anthes, Chris Bray, Bryce Brisco, David Early, Ryan Trusell, Kelly Wilks, Joanne Kaminsky, Hank Kaminsky, Drew Terry, Kathy Thompson
Dan reviewed the mission and history of the Cultural Arts District Initiative and identified Fayetteville Downtown Partners’ objectives:
- Increase opportunity for artists,
- Strengthen the arts infrastructure
- Increase audience for the arts
- Enhance young people’s access to the arts.
Projects that have been identified to serve these objectives have been prioritized. The following five projects have been identified as the top priorities:
- Establish a Fayetteville Arts Commission
- Produce an expanded Fayetteville Arts Festival
- Define boundaries of the Fayeetveill Cultural Arts District
- Write and Implement a Public Arts Policy/Define and develop a Museum-Without-Walls
- Develop and Support a sustainable Downtown Gallery Arts Walk
- Facilitate certification of AIE/Rostered Artists at the state level.
BID STEERING COMMITTEE
The BID Steering Committee will be the driving force in the creation of a Business Improvement District in Downtown Fayetteville. A BID and a CADI can work in tandem to serve the needs of the downtown community. The BID would create a revenue stream for the projects identified by the CADI.
The BID Steering Committee will identify the boundaries of the district.
The BID Steering Committee is a fluid committee. You do not have to be a property owner to sit on the committee, but the vote of approval will only be open to people who do own property within the identified boundaries.
Before property owners can approve the BID, the steering committee must identify the programs that will be created with the money generated from the BID. Urban Place Consulting – the consultants working on the BID – recommend having as many artists on the BID Steering Committee as possible to help shape these programs and have a strong voice in these important decisions.
Hank Kaminsky asked if the BID Steering Committee has the power to change the boundaries of the Business Improvement District.
Dan Hintz explained that once the boundaries are set, it will not be legally possible to reform them. But at this point, the boundaries have not been set.
Dan reminded everyone that money that is raised by the BID can only be spent within the identified boundaries.
The CADI boundaries are not as solidly set as the BID boundaries because BID is by law and CADI is by identity.
The next BID Steering Committee Meeting will be Thursday, June 30 from 6 to 7:30pm
Before this meeting, there will be meetings held to educate the property owners about BIDs. These meetings will be Wednesday, June 28 at 12pm and at 6pm.
PUBLIC ARTS PROJECT
Dan Hintz announced that FDP has identified two possible opportunities for public art projects.
The safety fences around the Mountain Inn and Legacy Buildings could be used for murals created from separate panels. These would be temporary murals, but they would be up for up to a year – and could introduce the public to the possibility of public art.
The developers of each of these projects are very interested in the possibility.
Organizations like the Walton Arts Center, The Boys and Girls Club, etc. are interested in being involved.
Hank Kaminsky asked if these murals would be a free-for-all or would there be an artists who would guide the process to have a coherent vision.
Kathy Thompson agreed that you would want someone to oversee so that the project is finished off properly. You don’t want something shoddy up in the public for a year.
Hintz said that a possible goal would be to have the project linked in some way to the Fayetteville Arts Festival. Everyone agreed that these would be very large projects to organize within a two month span of time. Hintz suggested that these could be separated into two phases with the Mountain Inn happening first and the Legacy Building being the second phase.
Thompson suggested that the street around the Mountain Inn could be blocked off and groups could be brought on-site to work on the project. Having them on-site could lead to a unified vision and inspire the project.
Kaminsky noted that there is a traffic issue specifically on College Ave. We wouldn’t want to have an art project that would be distracting or hazardous for that high speed environment.
JoAnne Kaminsky stated that she had worked on murals where several weekends in advance, artists would meet as a group to come up with the vision and create the design, then it was put into a grid and painted on the event day. This might work well for this project. It could be gridded out, the panels could be painted separately and then hung afterward. It would work best if it is very well thought out by a group in advance.
Hank Kaminsky suggested dividing the first phase (Mountain Inn project) into 3 sub-phases.
Phase 1a would be the long stretch along College Avenue. This phase would be approached by a single artists with the idea of creating a larger scale image that would not create traffic concerns.
Phase 1b would be section along Mountain. This could be handed over to the Walton Arts Center to execute.
Phase 1c would be the section along Center. This would be given to another artists who would work with multiple organizations and work on a smaller, pedestrian scale.
Each of these would be a different approach, which would be helpful for FDP to learn how to work best when it comes to more permanent projects. This would give room for a learning curve.
Resources/Time: FDP is maxed out until the FAF. Staff can help with some administrative details of the project, but it would be best if it is a strongly artist/community led project.
The following artists volunteered to work on a committee to plan out the project:
- Hank Kaminsky
- Ryan Trusell
- Bryce Brisco
- David Early
They will be setting up a meeting to discuss logistics. Bob Kohler is the contact for the Mountain Inn Project.
Kathy Thompson noted that there needs to be an exit sign on Mountain to let people know that they can turn down the alley.
